EMC Proficiency Testing (PT) by ACE-PT Inc.

The ACIL Corporation for Electromagnetic Compatibility (EMC) Proficiency Testing Inc. (ACE-PT Inc.) provides the world’s only set of ISO/IEC 17043-accredited EMC PT Program Schemes. In particular, ACE-PT Inc. offers two Proficiency Testing [PT] Schemes that are tailored to the needs of EMC Test Laboratories and Wireless/RF Test Laboratories that have (or plan to have) the ANSI C63.4-2014 and/or ANSI C63.10-2013 Standards within their ISO/IEC 17025:2005 Scope of Accreditation.

ACE-PT Inc. (and it PT Schemes) are ISO/IEC 17043-accredited by the American Association for Laboratory Accreditation [A2LA] under Proficiency Testing Provider Certificate Number 3360-01. Since 2012, A2LA’s rigorous assessments of the statistical, technical, and administrative procedures used in our PT Program have provided participants with the assurance of the highest levels of technical credibility, integrity, customer service, and strict confidentiality.

There are two main benefits to participation. First, participating Test Laboratories that obtain a passing results from ACE-PT Inc.'s ISO/IEC 17043-accredited PT Program Schemes are provided with conclusive proof (i.e., objective evidence) to ABs (and their Assessors) that the Test Laboratory fully satisfies the requirements of ISO/IEC 17025:2005 Clause 5.9 for as many as six different key EMC and/or Wireless/RF emissions test processes.

Participants get their PT Results very quickly: In every case, a participating Test Laboratory will receive a formal Letter detailing their PT Results in 7 days or less after they have submitted their complete set of EMC PT Test Data to ACE-PT Inc. With prior arrangement, when necessary, 24 hour turnaround (expedited service) is available at no additional cost. Second, participating Test Laboratories gain objective evidence of how their Test Laboratory's measurements compare to the aggregated results from 30 to 50 other Test Laboratories. From this information, a Test Laboratory can, for instance, learn if its measurements are consistently biased (i.e., consistently measuring "hot" or "cold" ) and how significant that bias is; and, can learn if it has particular problems with its measurement results as a function of RF Frequency, Antenna Polarization, measurement distance, and Test Method. If a Test Laboratory submits complete sets of PT Data from multiple test personnel, a comparison of their PT Results provides an excellent measure of Test Operator Proficiency.

Each ISO/IEC 17011-accredited Accreditation Body (AB) sets its own written policy regarding the details of the PT participation requirements that it imposes upon its ISO/IEC 17025-accredited Test Laboratories. However, ISO/IEC 17011-accredited ABs are required to adopt PT Policies that are in conformity with ILAC Policy ILAC-P9:06/2014 in addition to the requirements of Clause 5.9 of ISO/IEC 17025. In general, the rule is that if a commercially-offered PT Program is both relevant to the actual (or proposed) Scope of Accreditation of a Test Laboratory, and, is readily commercially available to a Test Laboratory, then participation in PT is mandatory for that Test Laboratory.

ACE-PT inc. encourages each current and prospective Participant in its PT Schemes to contact their AB to gain a clear understanding of their specific planning and participation requirements for EMC and Wireless/RF Test Laboratories that have (or plan to have) the ANSI C63.4-2014 and/or ANSI C63.10-2013 Standards within their ISO/IEC 17025:2005 Scope of Accreditation.

ACE-PT Inc. currently offers two different commercially-available ISO/IEC 17043-accredited EMC PT schemes to EMC and Wireless/RF test laboratories. Specifically, these are as follows:

  • ANSI C63.10-2013 / ANSI C63.4-2014 (150 kHz – 1 GHz) PT Scheme
  • ANSI C63.10-2013 / ANSI C63.4-2014 (1 GHz – 18 GHz) PT Scheme

These PT schemes address many of the key Emissions Test requirements in the ANSI C63.4-2014 and ANSI C63.10-2013 Standards. ACE-PT Inc.'s PT schemes are relevant to your EMC Test Laboratory and/or Wireless/RF Test Laboratory if your Test Laboratory has any or all of these Standards on your current (or planned) ISO/IEC 17025 Scope of Accreditation.

Click on the links below for detailed descriptions of the available PT Schemes, and for detailed lists of the pre-requisite requirements that apply to the major items of equipment and test facilities for each of the available PT schemes.

Each current ACE-PT Inc. PT scheme uses one of two test artifacts — either a York Comparison Noise Emitter Model CNE III or a WD Test Solutions Model EM-18. The York CNE III is a broadband noise source, which produces a continuous useful output from 150 kHz to 1 GHz. The WD Test Solutions EM-18 is a spectrally-broadened comb generator, which produces useful outputs from 1 GHz to 18 GHz.

Pre-payment of all fees is required in order to Register for any of ACE-PT Inc.'s PT Program Schemes. The preferred method of payment is by Credit Card (i.e., MasterCard, VISA, or American Express). If necessary, payment can be made by domestic or international wire transfer, with the participant being responsible for all fees associated with sending and receiving the wire transfers. All payments must be made in US Dollars.

Participants located in North America are responsible for the cost of shipping the PT Test Artifacts(s) onward (via express carrier - e.g., FedEx®, UPS®, DHL®, etc) to its next destination. Participants located outside of North America are responsible for the cost of shipping the PT Test Artifacts(s) both ways (via express carrier - e.g., FedEx®, UPS®, DHL®, etc) from the point of origin to the next destination.
