A Message from the Chair

ACIL: More Value Than Ever

As I reflect back on 2013 for ACIL, I can truly say that ACIL provides more value than ever.  For the first time, ACIL has focused and substantive “value propositions” for its four sections: CAS, CMET, ESS and FSS.  They are powerful documents updated twice a year to reflect a dynamic, changing ACIL.  This newsletter contains links to all of the value propositions, so I encourage you to read them.

Our educational programming reflects the use of technology to enhance how we learn, but we took a bit from the past this year when we held the first “Business Roundtable” at our annual meeting.  Members talking to members about current challenges in the laboratory business prompted one meeting participant to respond that that session alone was worth the cost of coming to the meeting.

Also at our annual meeting this year, our ethics session featured ACIL members talking about the ethics challenges that they face on a daily basis.  Two members remarked after the session that it was by far the best ethics session ever at any ACIL annual meeting.  Next year’s session is already planned with Continuing Education Units (CEUs) in the offing.

In advocacy, our state lobbying on environmental laboratory accreditation comes to mind.  It has and will continue to reduce the accreditation cost for our member laboratories by the use of private, third party assessment and accreditation bodies.  ACIL’s efforts in this area have also helped create a new and growing market for our accreditation body members.

Finally and on a personal note, the CMET personnel certification program and the ACIL Independence Mark program are bringing increasing value to Bowser-Morner.  Under the personnel certification program, we finally have a quality program with content relevant to our field technicians’ actual job responsibilities.  With the independence mark, we are finding value in the application process itself, as well as differentiating ourselves in the marketplace as a “certified” independent laboratory.

I look forward to seeing all of you at the Policies and Practices (P2) meeting in March.  Until then, have a successful year.

Value Propositions Finalized

Each section has completed a discipline-specific value proposition, describing the generic benefits of ACIL membership in the areas of education, networking and laboratory support services, and providing a detailed description of focused advocacy efforts and P2 programming on each section’s behalf.

Each value proposition will continue to evolve and grow with the work of the section.  ACIL plans to use these documents to improve membership development and retention.  Feel free to pass them along to laboratories that might benefit from ACIL membership.  To view your section’s value proposition, click on the appropriate link below:

Committees and Sections

Conformity Assessment Section (CAS)

ACIL hired Lynne Neumann as a CAS consultant, providing expertise on third party certification issues to section members.

The section is following the potential revision of ISO/IEC 17025, tracking the progress of the proposed revisions and working to ensure that ACIL is included in the revision process, which could begin in 2014 or 2015 with changes taking effect as late as 2020.

The section is seeking input from members, citing specific examples of problems with data acceptance in Europe, Viet Nam or China, so that they can assist with the problem.

The SmartGrid Committee of CAS hosted a CISPR 32 Webinar on January 29, 2014 with Don Heirman and Dave Arnett discussing the new CISPR 32 Standard, replacing CISPR 13 and 22, used internationally to show compliance to emission regulations for receivers and information technology equipment. 

The CAS calls take place on the fourth Wednesday of each month at 11:00 am ET.  The next call is set for Wednesday, February 26, 2014.  There will be no call in March as the section meets on March 18 at ACIL’s P2 Conference in Arlington, VA. The call in number is 800-377-8846 with a pass code of 2245 227#.

Construction Materials & Engineering Testing (CMET) Section

The CMET Section plans to conduct a meeting focusing on CMET issues in Ohio in 2014.

ACIL and ILI have been negotiating with the North East Transportation Technician Certification Program (NETTCP) to expand the current NETTCP soils certification program.  NETTCP currently serves the New England states and New York.  ACIL and ILI are negotiating with NETTCP to expand the certification with the first discussions taking place with the Ohio Department of Transportation (ODoT). 

The CMET calls take place on the second Thursday of each month at 2:00 pm ET.  The call-in number is 800-377-8846 with a pass code of 2245 248#.  The next call is set for Thursday, February 13, 2014.  The March meeting will take place on March 18 at the upcoming ACIL P2 Conference in Arlington, VA.  

Environmental Sciences Section (ESS)

The Non Governmental Accreditation Initiative continues to dominate ESS activities. In New Jersey, advanced discussions with NJDEP led to an upcoming ACIL meeting to discuss budget specifics.  In California, the ESS prepared a survey on the performance of the NELAP program, and sent it to all California laboratories to solicit input. 

In Florida, ACIL retained a local law firm to represent ACIL in Florida regarding that state’s ongoing privatization initiative. The firm has held meetings with the officials within the DOH and others who are responsible for DOH budget and planning, scheduling a January 31st meeting with the Florida Deputy Surgeon General, ACIL CEO Milton Bush and Government Relations Committee Chair Cabot Earle (Microbac).

The ESS has prepared a draft FAR package to request a regulatory change to the drinking water regulations from the EPA Office of Water. This is currently out for comment within the section.

The ESS monthly teleconference meetings are held on the third Thursday of every month at 11:00 a.m. ET. The next teleconference will be on February 20.  To call in, dial 1-800-377-8846 and use meeting access code: 2245 368#.  The section will meet on March 18, 2014 at the ACIL P2 Conference in Arlington, VA.

Food Sciences Section (FSS)

Tim McGrath and Jon Wong of the US Food and Drug Administration participated in the January 2014 section call as part of ACIL’s efforts to strengthen communication and ties with the FDA, offering a special benefit for ACIL members.

The FSS is closely watching developments related to the Food Safety Modernization Act (FSMA) with ongoing discussions comparing the Canadian approach to testing/sampling to the US approach.  At the P2 Conference in March 2014, the FSS will work on drafting a position statement covering suggestions for changes within FDA.

The FSS calls are held on the third Wednesday of each month at 3:00 pm ET.  The call in number is 800-377-8846 and pass code of 2245 622#.  The next call is set for February 15, 2014.  In March 2014, the section will meet on March 18 at the ACIL P2 Conference in Arlington, VA.

Joe Jeanes

ACIL lost a great contributor on December 29th when former ACIL Chair and Truesdail Award recipient, Joe Jeanes, passed away in Houston, TX after a brief illness.  As Chairman and CEO of Southwestern Laboratories beginning in 1987, Joe served on the ACIL Board for 12 years after serving as chair of the CMET section for many years.  He is survived by his wife Billie and family.  To read Joe’s obituary, click here.

Leadership Change at SBLC

Beginning in 2014, Paula Calimafde, a lawyer and long-time Small Business Legislative Council (SBLC) Board member, takes over for John Satagaj to lead the small business advocacy effort.  As a member of SBLC, ACIL supports its efforts to advance the interests of small business.

ACB Gains Japan Recognition

Japan's Ministry of Information and Communication (MIC) approved American Certification Body (ACB) to certify licensed devices, including mobile phones, emergency services radios (public service), base stations and radar equipment for the Japan market.  ACB has been certifying unlicensed products for over two years and now can certify an entirely new class of products based on its successful implementation of the US-Japan Mutual Recognition Agreement.  For more information, click here.
