Chairman Meeker called the meeting to order at 9:30am and thanked NEMA for hosting the meeting.
Participants introduced themselves. An attendance list is attached as Exhibit A.
The agenda was approved as presented.
Chairman Meeker stated that ACES is again a council sponsored by ACIL and re-stated the ACES Vision.
NRTL Program Update
Mr. Kevin Robinson gave an NRTL program update. He stated that the draft guidance document is eminent and expected within the next calendar year. He covered some of the topics covered in the draft guidance: calibration, separation of testing and certification, use of third party accreditation bodies, electronic labeling, factory surveillance, trade issues with the EU, number of applications being received as well as notifications of standards being added to the OSHA list.
Presentation by the FDA on Risk Management
Mr. Hamed Ghods and Brian Fitzgerald of the FDA made a presentation about the information required to evaluate risk managemnt factors relative to ANSI/AMMI/ES 60601-1 and related standards. Their presentation is attached as Exhibit B.
Presentation by ESFI
The President of ESFI made a presentation explaining the elements of electrical safety at every level of business and society, public and private related to the NEC 2017 code adoption. The presentation is attached as Exhibit C.
Presentation by UL on Hoverboards
Ken Boyce of UL presented remotely on the topic of hoverboards the safety and regulatory concerns. The presentation in its entirety is attached as Exhibit D.
David Shapiro had some questions regarding the equipment listing and other issues as they would relate to the end user. The NRTL’s provided their web site addresses and showed some of the materials there to help determine the electrical boundaries of use for the equipment in question.
ANAB and AL2A FEB Accreditation Feedback
Natalia Larrimer of ANAB and Andrew Bohan of A2LA provided an update on their accreditation programs to provide FEB status to qualified laboratories as a follow up to the previous meetings presentations.
Secretary’s Note: The National Cooperation for Laboratory Accreditation (NACLA) is developing a recognition program for accreditation bodies providing accreditation to FEBs. Further information will be provided as the program develops.
Letter from NFPA and the ECC for Affiliation Consideration
Mr. Tim McClintock of NFPA provided a letter from the Electrical Code Coalition explaining their position regarding an ACES affiliation with the ECC.
The category of associate membership is being created by the ECC. The next step is for ECC to provide the application for ACES to complete for membership consideration. The NFPA position letter is attached as Exhibit E.
The next meeting will be held on Thursday, April 27, 2017 in the NEMA Conference Room beginning at 9:30 am.
